A recent development in appeasing disgruntled veterans is the Retirement Income Security Benefit (RISB).
This new program is designed to help a disabled vet at age 65 when the CF's Service Income Support Insurance Plan (SISIP) self-insurance or VAC's Earnings Loss Benefit (ELB) welare ends. I call it welfare as it is "income tested" by way of OFFSETS. In other words, only financially needy people get this benefit.
Seems that few people know that SISIP is the basis for ELB. Furthermore, SISIP was a lifetime benefit from 1969-1995. That is 26 years. To save money at the expense of disabled veterans, the policy was amended in 1995 to end this valuable Right.
Your disability does not end at 65. Why does this happen? I can speculate that it ends at 65 as that is normally when retirement happens. The policy must figure that you don't need money after retirement.
SISIP is not income. It is not 100% of lost income. It was based on 75% of your income & is taxed to boot! What people don't seem to realize is SISIP is damages, not income. You don't exchange work for money but you did pay an insurance premium into a pool to insure yourself against disability. If the unfortunate happens, you have a "safety net." But, you get the SISIP money in relation to the premiums you paid in the contingent event of disability. You wagered against misfortune.
When you get repaid, like SISIP does, for a capital asset, you are repaid in kind. A capital asset to replace a capital asset, your body. Capital is NOT INCOME. It may appear to be income in that you get it monthly BUT you did NOT exchange work for that money. That is what INCOME is.
SISIP was created in 1969 to protect Canadian Forces members against NON-DUTY injury or illness. It was meant to complement or supplement the CF pension & Veterans Affairs Canada (VAC) Pension Act pension. In 1976, service injuries were added to SISIP by allowing you to get the VAC pension. The reason was that VAC lowball assessments meant soldiers were forced to live in poverty. Their bodies torn asunder in foreign lands or in training, Canada turned it's back on those stalwart heroes.
I say this as SISIP placed an offset for the VAC pension in the policy, defeating the purpose of the LAW! Although this odious practice has now ended, the fact remains that $1.9 BILLION was taken UNLAWFULLY from 10,000 DISABLED VETS from 1976 to 2012.
Who went to jail for this CRIME? No one. Tell me, if someone took $2 Billion, shouldn't JUSTICE be delivered to the people who stole the money from DISABLED VETERANS?
I think a CRIMINAL investigation is required. How is this being ignored? I get a hint from the "enhancement" made to SISIP in 1999. From 1969-99, SISIP used "Any Occupation" instead of "Own Occupation!"
This is major. Anyone applying would not qualify unless they met this STRICT definition. Others would be obviously didcouraged from even trying. Treasury Board Secretariat described this FIX as an "ENHANCEMENT!"
How can we be asked to put our lives on the line for a country that does not take the trouble to TELL US THE TRUTH! Don't lie to cover up your "BUREAUCRATIC SKIN!"
It is time for JUSTICE.
We need to tell Canada to stop LYING.
